A Note on Dummy License Types

A dummy license type (LT) is an LT that we created to make audits easier on users. It’s called a “dummy” LT because you won’t find it on any official list of LTs for a state – it exists only in Simplifya Protect.

For example, New York only has one license type called Registered Organization. And yet, this one LT can be authorized to act as a dispensary or manufacturer and the rules for each activity are very different. If we followed the state and created only one LT, all of our clients would be forced to conduct longer audits with extra applicability questions.

The solution is to use dummy LTs. Simplifya Protect has dummy LTs for New York called Registered Organization: Dispensing Location and Registered Organization: Manufacturing Location. It allows a registered organization authorized to act as a manufacturer to conduct an audit in which all of the questions are specifically about manufacturing – the user is spared the questions about dispensing. So while it can be confusing for users looking for an exact match in the name of the license, the use of a dummy LT tailored for the activity of the business makes more sense and it saves them a great deal of time on every audit.

Finally, you should know the Regulatory Affairs team works hard to use dummy LTs only as a last resort. It happens in cases where the regulatory agency allows vertical integration – one license that is permitted to engage in multiple activities. As of June 2025, just 23 of the 336 LTs are dummy LTs.
